Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON said on Monday that the viral video circulating in social media allegedly of police brutality committed by Drug Enforcement Unit members of Police Station 4, Olongapo City during their anti-illegal drugs buy-bust operations is actually taken while the operatives were effecting warrantless arrest against Nesty GONGORA y Lobo, OCPO Watch listed, 28 years old, male, single, construction worker and a resident of Alexander St. New Cabalan, Olongapo City after GONGORA sold one (1) small plastic sachet containing suspected shabu weighing 0.030 grams worth Php200.00 to a poseur buyer.

Meanwhile, five (5) persons were charged with Obstruction of Justice while trying to protect GONGORA by pulling and kicking the operatives during the apprehension namely: Rusty Cuevas (at large); Vanessa Gongora,l (at large); Nestor Gongora, (at large); Jerome Delos Reyes (at large), and John Does, all residents of Alexander St. New Cabalan, Olongapo City.

Relatedly, Brgy Captain of New Cabalan issued a certificate affirming that GONGORA tested positive for illegal drugs and that in 2016, he surrendered to authorities and entered the Bahay Pagbabago but in 2018 he was arrested by Dinalupihan MPS for illegal drugs.

The station commander of Police Station 4 was administratively relieved from his post pending the result of the investigation being conducted.

On the other hand, Pcpl Eframe Ramirez, member of Sta Rita MPS who accidentally shot Federico PINEDA JR y Uddipa together with arrested suspect Joven BASERA underwent inquest proceedings before the office of Prosecutor CALIOPE DE GUZMAN. A case for Robbery was filed against BASERA with recommended bail of Php 100,000 while a case of Homicide was filed against PAT RAMIREZ with recommended bail of Php120,000 docketed under NPS DOCKET NO. III-12-INQ-21A-0032-33.

" We are continuously gathering all information relevant to said video to find out the truth and unearth the facts surrounding the incident as we do not condone any unlawful demeanor perpetrated by our members. Still, we guarantee that there will be no whitewash in the investigation and any infraction and wrongdoing committed by our policemen will never be tolerated. I vow not to tolerate my personnel's mistakes if the allegations are proven true and we assure everyone that appropriate punishment will be meted as warranted by the evidence, " PBGEN DE LEON emphasized.
