Camp Olivas, City of San Fernando, Pampanga - The Directorate for Integrated Police Operations Northern Luzon (DIPO-NL) and Armed Forces of the Philippines (AFP) Northern Luzon Command (NOLCOM) on Tuesday signed a plan that will solidify their partnership in ending local communist armed conflict in Regions 1,2,3 and Cordillera.

Dubbed as Joint Campaign Plan “Natalna II”, the measure is designed to ensure synergy of military and police efforts in addressing the New People’s Army, criminal elements and private armed groups through close cooperation and inter-operability schemes.

DIPO-NL Director PMGen. Ferdinand B Daway said that "Through this endeavor, the AFP and PNP iron-clad partnership is being formalized from the area level down to the grassroots.This will be the game changer in our quest for a safe and terror-free society."

“We reaffirm our commitment to President Duterte’s order for the AFP and the PNP to complement each other’s efforts being one of the prime movers of the different task forces to end local communist armed conflict,” he added.

PRO3 Regional Director PBGEN VALERIANO T DE LEON together with the different AFP Joint Task Force Commanders and Police Regional Directors in the area were present and also forged ink during the activity. (PIO-3)

Camp Olivas, City of San Fernando, Pampanga-Recognizing their vital role in the government's campaign against terrorism and illegal drugs, PRO3 Head PBGEN VALERIANO T DE LEON gave members of KKDAT Central Luzon grocery bags as a humble gesture of gratitude and appreciation for the strong involvement of the youth sector in this advocacy.

PBGEN DE LEON distributed the bags during the 1st KKDAT Regional Summit held at Camp Olivas, City of San Fernando, Pampanga on Saturday (December 12) wherein the officers and members have put up a KKDAT Shirt for a Cause booth to help a member with skin cancer.

Only half of the total number of members and officers participated in said event in adherence with the minimum health standard protocols of the Department of Health.

The event was highlighted with the awarding of outstanding KKDAT members and chapters and signing of Pledge of Commitment led by Hon Franz Arabia, KKDAT Spokesperson and SK Chairman as well as video messages of Sen Ronald Dela Rosa and Sen Lawrence Go.

NICA Director General ALEX PAUL MONTEAGUDO in his message via Zoom video said, "We still have so much to do, that is why I ask the officials and members of the KKDAT to continue our advocacy. To our Youth, please help us save you and the future generation."

"Being one of the important sectors of our society, your voice as well as your awareness and understanding is much-needed in two of the perennial concerns of our country, which is the problem on illegal drugs and terrorism, "PBGEN DE LEON added.

Among prominent personalities present include Assistant Director for Counter Intelligence Ret PBGEN ROLANDO ASUNCION who physically represented DG MONTEAGUDO, MMDA Spokesperson Pircelyn Pialago,Usec. Lorraine Marie T. Badoy, PCOO Spokesperson NTR ELCAC along with Arayat Municipal Mayor Emmanuel Alejandrino and other heads of local government agencies.

The Kabataan Kontra Droga at Terorismo (KKDAT) which was founded by NICA Director General ALEX PAUL MONTEAGUDO in 2016 is designed to insulate the youth from radicalization efforts of both the communist movement and Islamic terrorists. It is also a strategic response towards addressing the threat of illegal drugs on the Philippine youth. Through the PNP Police Community Relations platform, it seeks to empower both youth and student sectors to become resilient to radical ideologies and to protect them from being brainwashed by the CPP-NPA into abandoning their families and studies. KKDAT is envisioned to enflame the SPIRIT OF VOLUNTEERISM among the youth and student sectors.

Camp Olivas, City of San Fernando, Pampanga- The simultaneous closing ceremonies of four (4) comprehensive courses for PRO3 personnel was held on Thursday (December 10) graced by PRO3 Head PBGEN VALERIANO T DE LEON.

Participants of the Field Training Program, PNP Standard and Marksmanship Handgun, Hostage Negotiation Course and Patrol Officers Basic Course completed their respective trainings all geared towards the improvement of their technical and professional competencies in line with the guidelines of PNP Chief PGEN DEBOLD M SINAS to equip all PNP personnel with the necessary trainings to further hone their capabilities to better serve the public.

"Times have changed and continue to change. What has not changed is our role in society. To serve and to protect.While we are the 24/7 help line and defense for our streets and neighborhoods, it is also important, we maintain our discipline and professionalism at the highest standards at all times. Let us always find ways to excel in all that we do and not settle for mediocrity so that we can meet the expectations of our communities," PBGEN DE LEON added.

In his quest for excellence, the Central Luzon chief, an out-of the box thinker himself also made mention that during his tenure as Chief of the Firearms and Explosives Office along with PNP Chief PGEN DEBOLD M SINAS who was then the Director of the PNP Crime Laboratory initiated the online processing of all firearms application and permits for the applicants' convenience in adherence to the directives of President Duterte that all government services be made accessible and convenient to the public.

The online processing of firearms renewal and License to Own and Permit to carry Firearm (LTOPF)is one of the best services of the PNP especially in this time of pandemic. (PIO-3)

Camp Olivas, City of San Fernando, Pampanga – To further guarantee the delivery of effective and efficient police services to the communities, Police Regional Office 3 chief PBGEN VALERIANO T DE LEON personally handed over to recipient police stations of Bulacan and Tarlac the brand-new patrol cars procured by PRO3 from the PNP-Directorate for Logistics as part of the continuing Capability Enhancement Program of the PNP under PNP Chief PGEN DEBOLD M SINAS.

On Monday, seven (7) patrol cars were turned-over at Tarlac Police Provincial Office witnessed by the representative of Tarlac Governor Susan Yap while last week, eight (8) patrol cars were distributed at Bulacan Police Provincial Office with Bulacan Governor Daniel Fernando.

"The procurement of these mobile patrols will surely power our personnel to find for greatness in the performance of their duties.

Kung kaya naman sa inyong lahat (To all of you), especially the recipients of these brand-new mobile cars,

alagaan ninyong mabuti ang mga sasakyang ito (Take good care of these mobilities), treat them as your own. Panatilihin ninyong maayos ang mga ito (Ensure that they are always in good condition) and I expect that you would make good use of these mobilities

Maglaan kayo ng isang araw (Dedicate at least one day) a service day for them.I already gave my order na magdetail ng dalawang dedicated personnel( to detail two personnel) to look after these mobile patrols, " PBGEN DE LEON said in his message.

Also, patrol cars will be distributed in the provincial police offices of Nueva Ecija, Pampanga and Zambales in the coming days. (PIO-3)
