            CAMP OLIVAS, CITY OF SAN FERNANDO, PAMPANGA-   Police Regional Office 3 commemorated on Friday, January 25 the heroism of the 44 SAF troopers who died in the clash between terrorist groups in Mamasapano, Maguindanao 4 years ago.
           A wreath-laying ceremony was held at the PRO3 Heroes’ Monument, Camp Olivas, City of San Fernando, Pampanga  at exactly 8 o’clock in the morning.
          President Rodrigo Duterte has declared, through his Proclamation No. 164, that the 25th day of January of every year is observed as the Day of National Remembrance for SAF 44.
        “Bagama’t naging marahas ang pagpanaw ng ating mga kasamahan, ang katapangan at kabayanihang ipinamalas nila sa pamamagitan ng pag-alay ng kanilang buhay para sa isang mahalagang misyon noong Enero 25, 2015 na kung saan nakasalalay ang ating pambansang seguridad ay hindi nasayang sapagkat ito ay patuloy na nagsisilbing inspirasyon sa ating lahat upang patuloy nating magampanan ang ating mga tungkulin sa taumbayan ng taos-puso, may karangalan at integridad. Their heroism will continue to serve as the beacon of light for all of us and a guiding instrument of achieving lasting peace and order in our country,” PRO3 Regional Director PCSUPT JOEL NAPOLEON M CORONEL said in his message.
       Same event is held simultaneously in all police units nationwide.
             Twelve days after the election period have started, Central Luzon police have already confiscated 83 firearms including 8 deadly weapons, 4 grenades and 475 ammunition in line with the stern implementation of Comelec Resolution 10446 (Gun ban). 
            PRO3 Regional Director PCSUPT JOEL NAPOLEON M CORONEL bared that thru the different police operations conducted from January 13 to 24, 2019, 47 individuals were already arrested while 33 died in legitimate police operations, most of whom during shootout with authorities while evading checkpoints.
           "We will have no let-up in the conduct of our preemptive measures being implemented as part of our security preparations in line with the forthcoming 2019 mid-term elections this May. Time and again, I appeal to the public to cooperate with us so that we will have a smooth sailing election period especially in the implementation of our security protocols including the conduct of checkpoint operations and the enforcement of Gun Ban which means the bearing, carrying and transporting of firearms and other deadly weapons and other prohibitive acts during the period are not allowed. I urged the public to be alert and vigilant while passing through a PNP-COMELEC checkpoint and to immediately report any possible irregularities committed by our police personnel,” PRO3 Regional Director JOEL NAPOLEON M CORONEL said.

new years call          CAMP OLIVAS, City of San Fernando, Pampanga-. The traditional PNP-PRO3 New Year’s Call to PCSUPT JOEL NAPOLEON M CORONEL, RD, PRO3 was held this morning, January 9, 2019 at the PANA Hall, Camp Olivas, City of San Fernando, Pampanga.        

            The New Year’s Call is an annual tradition wherein PNP members pay a New Year’s call on their commanders and key officials in their respective areas of responsibility. It helps define the very essence of military and police profession and designed to build esprit de corps and camaraderie.

            PCSUPT CORONEL cited challenges and situations that confronted Police Regional Office 3 last year as well as the accomplishments that were attained in pursuit of the PNP mission to maintain peace and order in Central Luzon.

            On top of his marching orders and strategic guidance to members of the Command Group, Directorial Staff,  Provincial and City Directors and Directors of Regional Support Units, he underscored the PNP's operational thrust on anti-criminality and illegal drugs as well as stakeholders and community support which contributed immensely to the 13% Crime Reduction in the region the previous year.

            . “We are in this together and I am optimistic that we will realize all our plans and programs this year with more deliverate and calibrated actions primed with excellence, optimizing the utilization of our human, money and material resources available. All that we have achieved last year were done with capabilities that still reside within our organization and this year, we will aim for greater heights in our accomplishment as we approach it together as a stronger force making sure our communities are safer and feeling safer throughout 2019.”, he further said.

 CAMP OLIVAS, CITY OF SAN FERNANDO, PAMPANGA- PRO3 Regional Director PCSUPT JOEL NAPOLEON M CORONEL commended police officers who have accomplishments during the first day of the implementation of Gun Ban earlier this morning, January 14.

            The awarding ceremony coincided with the traditional Monday Flag Raising Ceremony wherein PCSUPT CORONEL extolled the achievements of the police officers thru the giving of Medalya ng Kagalingan. 

            Among the awardees include: PSUPT ORLANDO L CASTIL JR, Acting COP of San Jose Del Monte and PO1  Jeremiah David B Bangayan; PSSUPT LEON VICTOR Z ROSETE, NEPPO Acting PD; PCINSP ARNEL V AGUILAR,  Officer-in-Charge of San Antonio MPS and SPO2 Alberto L Interia.

            “We are quick in giving rewards to deserving personnel and acknowledge their notable deeds, but we are also swift and decisive in punishing the misfits and the undisciplined,” PCSUPT CORONEL said.

            PCSUPT CORONEL also urged the public to cooperate with authorities at checkpoints and reiterated his assurance that police personnel will observe policies and procedures, and will uphold their basic rights.

            During checkpoint, motorists are advised to Slow Down; Dim their headlights and turn on their cabin lights and answer promptly if asked by police authorities.

            “I have also reminded our personnel to be courteous to motorists and to adhere to general guidelines prescribed in our Revised Police Operational Procedures,” he further stated.

            The carrying of firearms, other deadly weapons and explosives as well as its transportation is strictly prohibited from the start of the election period on January 13, 2019 until its end on June 12, 2019.  Stricter penalties ranging from one year to twelve years imprisonment will be meted to all violators.

      CAMP OLIVAS, City of San Fernando, Pampanga- Thru the intensified manhunt operations conducted by police operatives, the No. 2 most wanted person of Angeles City and no. 3 most wanted of San Simon, Pampanga were arrested yesterday afternoon, January 2.

      Operatives of Angeles City Police Office-Police Station 3 arrested Edcel TROPEL y Sevilla, ranked no. 2 most wanted person of Police Station 3, 20 years old, resident of Brgy. Pandan, Angeles City by virtue of warrant of arrest issued by RTC Branch 60, Angeles City for Frustrated Murder.

      Meanwhile, joint operatives of San Simon MPS, Pampanga SWAT, PSOG and 3rd MP-2nd Provincial Mobile Force Company armed with an alias warrant of arrest proceeded in Brgy. San Pedro, San Simon, Pampanga and arrested Francis BAGTAS y Pascua, ranked no. 3 most wanted person of San Simon MPS, resident of said place.

      Said warrant was issued by Hon. Judge Maria Josephine M.  Rosario-Mercado of RTC Branch 55, Macabebe, Pampanga for Rape under Art 266-A, 1(a)  of the RPC as amended by RA 8353 with no bail recommended.

      PRO3 Regional Director PCSUPT JOEL NAPOLEON CORONEL said that continuous manhunt operations against wanted persons is being carried out and at the same time the entire Central Luzon police force is maximizing its anti-criminality efforts to attain its quest of a safer place to live, work and do business.
