Camp Olivas, City of San Fernando, Pampanga- PLTGEN GUILLERMO ELEAZAR joined PRO3 Regional Director PBGEN RHODEL SERMONIA in the inspection of control points at the Meycauayan - Valenzuela boundary, Bocaue Toll Plaza and Fields Avenue in Angeles City, yesterday morning (March 19) to ensure that proper guidelines are constantly being observed by PNP personnel to prevent the spread of the coronavirus disease 2019 in the country.

PNP personnel with protective masks and thermal scanner guns have been conducting 24/7 round the clock checkpoint operations in all boundaries and borders of each province region wide.

PBGEN SERMONIA said that the entire Central Luzon cops will have no let-up in the much stricter implementation of the enhanced community quarantine and he continues to appeal for public support and unity so that COVID-19 could be curbed.

Camp Olivas, City of San Fernando, Pampanga- Police officers remain on guard at checkpoints and control points region wide as the strict implementation of the Enhanced Community Quarantine continues.


PRO3 Regional Director PBGEN RHODEL O SERMONIA has been inspecting places of public convergence to check if the guidelines set forth by the government are strictly observed by the public.

Relatedly, yesterday (March 17), a group of rallyists protesting in front of Yokohama Tire Philippines were encouraged by PBGEN SERMONIA to disperse peacefully in line with the enforcement of Enhanced Community Quarantine and Stringent Social Distancing Measures

On the other hand, to further the knowledge and skills of PNP personnel acting as front liners in the quarantine areas, a seminar was conducted by the Regional Health Service 3 in partnership with the Department of Health (DOH), earlier this morning (March 18).

Said seminar aimed to equip participants with the right knowledge on what is COVID-19 as well as its signs and symptoms and preventive measures to stop the spread of said virus. Part of the seminar was a lecture and demonstration of the proper donning and doffing of Personal Protective Equipment (PPE) being used by health workers and front liners while responding to cases of COVID-19.

PBGEN SERMONIA also said that Central Luzon cops have yet to come across any person with flu-like symptoms in the conduct of quarantine checkpoints, still, arrests can be made when there are justifiable grounds like if those being prevented from entering and exiting borders go as far as harming officers of the law while being inspected.

Camp Olivas, City of San Fernando, Pampanga – Central Luzon police Regional Director PBGEN RHODEL O SERMONIA said that with Pres Duterte's declaration of a "State of Public Health Emergency" throughout the country, the entire police force of Region 3 continues to beef up its security operations not only in terms of anti-criminality but also for the COVID-19 outbreak.

He also said that starting midnight, today, police personnel all over the region conducted simultaneous checkpoint operations as part of the efforts to contain COVID-19 and as preventive measures to safeguard the health of the public especially that the Department of Health Central Luzon announced that the region has already 3 confirmed cases of COVID-19, one of whom has passed away.

Relatedly, more than a hundred police personnel are already deployed as perimeter security at the New Clark City, Capas, Tarlac as repatriates from California is set to arrive any time, today (March 15).

"We are always ready to help during health crisis and would always abide to orders but will only act depending on the disposition of the Department of Health," PBGEN SERMONIA added.

PRO3 together with concerned agencies has issued guidelines on the conduct of checkpoint operations relative to COVID-19 to avoid public confusion.

Camp Olivas, City of San Fernando, Pampanga- Following the pronouncement of Pres Rodrigo Duterte placing entire Luzon under “Enhanced Community Quarantine”, police officers in Central Luzon started implementing quarantine checkpoints/control points along borders and boundaries of each province regionwide in a bid to prevent the wide spread of COVID-19.

PRO3 Regional Director PBGEN RHODEL O SERMONIA said that starting 12MN of March 17, 2020, almost 10,000 PNP personnel are deployed all over the region and are currently manning said control points. Authorities carry thermal scanner guns to check if those who want to enter and exit the borders of each province are showing flu-like symptoms.

Meanwhile, strict implementation of all the directives of Pres Duterte for the entire duration of the enhanced community quarantine is being carried out and failure to abide by the foregoing guidelines and measures shall be subjected to appropriate action, both criminal and administrative, in accordance with relevant laws and regulations. 

PBGEN SERMONIA also urged the public to cooperate with authorities as the PNP is trying its best in helping prevent the spread of COVID-19. 

“It is definitely an inconvenience to all of us but we are doing this for the safety and protection of every one. I have directed our personnel to always uphold the law and respect for human rights must be observed at all times,” he added.

As of press time, the top cop of Central Luzon together with his Command Group is relentlessly conducting inspection in all established control points to ensure proper implementation.

CAMP OLIVAS, City of San Fernando, Pampanga- The Regional Peace and Order Council of Central Luzon held an assembly yesterday, March 12, 2020 which highlighted the public health crisis, COVID-19.

The meeting was presided by Zambales governor and RPOC Chairman, Hon Hermogenes Ebdane and was attended by Bulacan Governor Daniel Fernando, Pampanga Governor Dennis Pineda, DOH-3 Regional Director Cesar Cassion, 7th ID Commander MAJGEN LENARD AGUSTIN, PRO3 Regional Director PBGEN RHODEL O SERMONIA and other officials of member agencies.

The RPOC is working together and guarantees the preparedness of all its member agencies against the new coronavirus disease (Covid-19) in the region.

Meanwhile, PBGEN SERMONIA said that beginning 1AM today, the entire police force is placed under full alert status and will remain in effect until officially lifted by Higher Headquarters.
