    The former 2nd man in command of the National Capital Region Police Office and District Director of Manila Police District assumed his post as the new Regional Director of Police Regional Office 3 on Tuesday (November 20, 2018).

 
 
At about 04:15 PM yesterday, Barangay Captains Nicolas Castro Gardiner of Brgy San Vicente and Renato Pacia of Brgy Sampaloc both in Apalit, Pampanga while on board a Honda City with plate no. PQB119 driven by Brgy Capt Gardiner was traversing McArthur Highway, Sto. Domingo, Minalin, Pampanga heading towards Apalit,Pampanga from City of San Fernando where the duo attended the Signing of the Peace Covenant and upon reaching barangay Sto. Domingo, Minalin, a black Toyota Fortuner without plate number and no conduction sticker, overtook them and for no apparent reason the driver fired upon them several times using a hand gun. The unidentified perpetrator immediately fled towards the direction of San Simon, Pampanga. 
 
Brgy Captains Gardiner and Pacia were immediately brought to Jose B. Lingad Memorial Regional Hospital, City of San Fernando, Pampanga. Brgy Capt Gardiner, who sustained gunshot wound in his left arm, is now in stable condition while Brgy Capt. Pacia is unharmed.
 
Police Regional Office 3 strongly condemns this ruthless incident and an in-depth probe is underway that will lead us to the identification and location of the culprit/s.
 
We are looking into all angles to establish possible motives and we are exerting all means to get into the bottom of this unfortunate incident. We assure the public, as well as the victims' families, of our total commitment to ensure immediate resolution of the case through proper investigation.

Camp Olivas, City of San Fernando, Pampanga- The suspect in the death of a 28-year old female whose dismembered body parts were found in a washing machine and trolley bag was killed during a shootout with police authorities in Angeles City in the evening of March 25.
 
Initial investigation revealed that in the morning of March 24, 2019, a neighbor overheard the suspect identified as EDUARDO PASION y MACAPAGAL, 40 years old, male, married, airplane replica maker and a resident of #3094 Araw Malansik, Brgy. Sta. Teresita, Angeles City and victim identified as LINDSEY AVELINO y CHAN, 28 years old, female, single, sales agent, native of Camalaniugan, Cagayan, and presently residing at #2046 Purok 2 Brgy. Amsic, Angeles City quarreling inside their rented apartment and at about 10 o’clock in the morning of the  following day (March 25), PASION was seen restless while locking the front door of the rented apartment with two (2) steel padlocks and hurriedly left carrying one (1) black  trolley bag.
 
At about 7:00PM of March 25, personnel of Station 2- Angeles City Police Office received a telephone call from a concerned citizen reporting about the  decapitated body of a woman placed inside a washing machine. 
 
Immediately thereafter, personnel of Police Station 2 proceeded at #2046 Purok 2 Brgy. Amsic, Angeles City to verify the report. Upon arrival at the place of occurrence, they discovered the decapitated and dismembered cadaver of AVELINO placed inside a washing machine located inside the restroom of said apartment while the other parts of the body were nowhere to be found.
 
A follow-up operation at the suspect’s workplace at Purok 4, Brgy Pampang, Angeles City was conducted for his possible arrest and when operatives chanced upon him, the former ran at the grassy portion and opened fire against the operatives prompting the lawmen to retaliate causing his instantaneous death while an operative wearing a protective vest was hit but was unharmed.
 
Recovered from  PASION’s possession were the following: one (1) piece .9mm pistol; one (1) 9mm magazine with seven (7) pieces of live ammunition; two (2) fired empty shells and one (1) black trolley bag containing the head, arms, calf and feet of the victim.  
 
““This accomplishment only goes to show that PRO3 is quick in resolving cases and very serious in its campaign against lawlessness. We continue to appeal for public support to continue helping us in our fight against lawlessness by providing relevant information,” PRO3 Regional Director PCSUPT JOEL NAPOLEON CORONEL said.

CAMP OLIVAS, City of San Fernando, Pampanga- -- 3,617 newly-promoted PNP personnel of Police Regional Office 3, 18 of whom are Police Commissioned Officers including 331 lateral entrants and 3,268 are police non-commissioned officers took their oath at the PRO3 Parade Ground, Camp Julian Olivas, City of San Fernando, Pampanga  earlier this morning (March  25). 
 
The oath-taking and mass pinning of the newly promoted Police Commissioned Officers including lateral entrants and Police Non-Commissioned Officers was administered by PRO3 Regional Director PCSUPT JOEL NAPOLEON M CORONEL and was witnessed and participated in by the families and relatives of the promotees.
 
 “To both our police commissioned officers and promotees, you are now in the better position to serve our communities, hindi nangangahulugang mga opisyal na kayo at tumaas na ang inyong mga ranggo ay kayo na ang paglilingkuran ng ating mga mamamayan, the more that you should be servants of the people. I expect you all to transform into positive actions because the added authority and responsibility donned on your shoulders today is founded on the PNP’s philosophy and core values. Ito ay isapuso ninyo: Rank does not confer privilege or give you power. Rank imposes great responsibility on you which the organization and the people are expecting from all of you. Maglingkod kayo ng tapat at taos-puso sa sambayanang Pilipino.,” PCSUPT CORONEL said in his message.

     CAMP OLIVAS, CITY OF SAN FERNANDO, PAMPANGA- Police Regional Office 3  under the stint of Regional Director PCSUPT JOEL NAPOLEON M CORONEL  formed a battalion-strong “all-women police force” to highlight the culmination of Women’s Month celebration.
 
      The battalion strength of an “all-women” police force paraded during the Flag raising Ceremony at the PRO3 Parade Ground, Camp Olivas, City of San Fernando, Pampanga earlier this morning (March 25) wherein the Guest of Honor and Speaker was Commission on Population and Development Region 3 Director Rosa Fortaleza.  Several awards and recognitions were given to deserving female PNP Commissioned Officers, Non-Commissioned Officers and Non-Uniformed Personnel. 
 
      PSUPT ALEXIE DESAMITO, Talavera Municipal Police Station Chief of Police led the battalion formation.
 
      “In honor of all the women in the police service, the command employs policewomen in the men-dominated realm like commanding a unit. This is to connect gender gaps and promote gender equality and women empowerment within the police organization,” PCSUPT CORONEL said.

            Camp Olivas, City of San Fernando, Pampanga- A fugitive listed in the DILG Most Wanted Person “National Level” and Ranked Nr 4 in the Most Wanted Person of Candon City Police Station-Ilocos Sur  was arrested by police authorities yesterday, March 18 in San Clemente, Tarlac.

            Joint personnel of PNP-Intelligence Group, Tarlac Provincial Intelligence Branch, Candon City Police Station, Ilocos Sur and San Clemente Municipal Police Station, Tarlac conducted manhunt operation in Brgy. Balloc, San Clemente, Tarlac which resulted in the arrest of Mark MIGUEL y Verzo, 25 years old, married, resident of Brgy. San Vicente, Sta. Ignacia, Tarlac by virtue of Warrant of Arrest for the crime of four (4) counts of Rape issued by Hon. Judge Gina Juan-Chan of Regional Trial Court-Branch 23, Candon City, Ilocos Sur.

            “The entire Central Luzon Police Force together with other police units continues its intensified campaign to put lawless elements and wanted persons behind bars and maximizes its efforts to eradicate all forms of lawlessness in the region,” said Police Regional Office 3 Regional Director PCSUPT  JOEL NAPOLEON M CORONEL.
