Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN RHODEL SERMONIA led the launching of the Overseas Filipino Workers (OFW) desks in all police units and police stations regionwide.

The OFW desk is the PNP’s focused program for OFWs, their relatives as well as their families which will their take care of their welfare especially in protecting them from criminality, fraud, terrorism and illegal drug abuse perpetrated by transnational criminal syndicates.

PBGEN SERMONIA during his opening remarks said that “ this OFW desk is our tribute to the sacrifices of our Filipino OFWS. He said, to make our effort relevant, we will establish OFW desk in all police stations across Central Luzon. These desks will provide outright assistance to OFW concerns especially with regards to their families in the country.”

The official launching of the OFW desk coincided with the Traditional Monday Flag Raising Ceremony, earlier today (November 25) with OWWA administrator/Vice Chairman Hon Hans Leo J Cacdac as the Guest of Honor and Speaker. Also present were DILG Undersecretary Martin B Dino, POEA Undersecretary Bernardo P Olalia and Ms Gemma Sotto.

CAMP OLIVAS, City of San Fernando, Pampanga -- A total of two thousand Sixty (2060) newly-promoted PNP personnel, took their oath at Police Regional Office 3 Parade Ground, Camp Olivas, City of San Fernando, Pampanga earlier this morning (November 25). The oath taking and mass pinning of the newly promoted Police Commissioned Officers and Police Non-Commissioned Officers was administered by PBGEN RHODEL O SERMONIA , PRO3 Regional Director. Said activity was witnessed and participated in by the families and relatives of the promotees. In his message, PBGEN SERMONIA said that, “the policing in this challenging times requires more than just flexing our muscles to win the war against criminality and terrorism; thus I put heavier emphasis on Community relations, PCR is the heart and soul of Philippine policing. As newly promoted personnel, you will be the Ambassadors of Police Community Relations.” The pinning of ranks is done simultaneously in all levels of command of the PNP to acknowledge the achievement of the promotees.

Camp Olivas, City of San Fernando, Pampanga -- Philippine National Police Region 3 Director, POLICE BRIGADIER GENERAL RHODEL O SERMONIA on Thursday urged Inter-Agency Committee Against Illegal Drugs (ICAD) co-chairperson, Vice President Maria Leonor “Leni” Robredo to make Central Luzon the pilot-region in the committee’s nationwide effort to institutionalize the creation of more community-based rehabilitation and reformation facilities as long-term response to illegal drugs menace.

Vice President Robredo is the guest of honor in the 3rd Anniversary of Bahay Pagbabago Community-Based Reformation Center in Dinalupihan, Bataan.

Sermonia expressed optimism that after the Vice President has graced the event in Dinalupihan town, ICAD can now focus on boosting its initiatives on the reformation and social reintegration of illegal drugs personalities who surrendered under the TokHang program and those who are still undergoing reformation process in various community-based rehabilitation facilities, like the Bahay Pagbabago Reformation Center of Bataan.

Sermonia, who is the chief architect of the establishment of Bahay Pagbabago Reformation Center in Bataan four years ago, said that with Robredo in ICAD, the committee can now steer the course of the country's anti-illegal drugs drive towards a more balanced approach between aggressive hunts for high value targets and the institutionalization of the creation of more recovery and wellness programs facilities for surrendered drug personalities.

Bahay Pagbabago, formerly Bahay Pag-Asa, is Sermonia's game-changer program in response to the challenges of demand reduction, reformation and social reintegration for illegal drugs personalities. The program earned him the recognition by the Dangerous Drugs Board, which made the project a master-template for the DBB's Balay Silangan Reformation Center.

Sermonia said since July 2016 up to November 2019, joint efforts of various local government units, police units in the municipal and city levels, and private and rehabilitation facilities in Central Luzon have facilitated for the graduation 58,637 former drug personalities.

Records show that Aurora for the period mentioned have 3,233 graduates, Bataan -- which is the pilot province for the establishment of Bahay Pagbabago Reformation Facilities -- have 5,903, Bulacan with 9,590, Nueva Ecija with 18,073, Pampanga with 7,589, Tarlac with 7,422, Zambales with 6,213, Angeles City with 151, and Olongapo City with 463.

At present, there are __ total rehabilitation and wellness centers throughout Central Luzon. Additional reformation centers are needed to ensure the successes of RWP in all municipalities and cities in the region and with the Vice President in ICAD, she can rally other stakeholders to support the operational and logistical requisites in the establishment of more Bahay Pagbabago Reformation Facilities.

Sermonia said that with the new ICAD leadership, the killings that critics attribute to the government's anti-drug campaign may hopefully take a turnaround with the government and stakeholders placing more weight in establishing collaborative partnership leading to the creation of more community reformation facilities to cater to more surrenderers.

Camp Olivas, City of San Fernando, Pampanga – PRO3 Regional Director and TG Central Luzon Commander PBGEN RHODEL O SERMONIA bared that as the Task Group's last ditch efforts to ensure the smooth flow of the forthcoming 30th SEA Games, on site inspections in all the different venues within the region were conducted, today, November 23 which he personally supervised.

Aside from the 6,000 PNP personnel deployed for the SEA Games, police personnel continue to conduct checkpoints in line with the stern implementation of Gun ban, PBGEN SERMONIA also said.

During the inspection, PBGEN Sermonia reminded his men and women on the ground to do their work with utmost diligence and due regard for public safety.

Camp Olivas, City of San Fernando, Pampanga -- Philippine National Police Region 3 Director, POLICE BRIGADIER GENERAL RHODEL O SERMONIA on Wednesday directed all police commanders in Central Luzon to initiate the conduct of checkpoints and Oplan “Sita” as gun ban commences today relative to the security coverage the PNP has put in motion for the SEA Games 2019.

Sermonia also directed police units in Region 3 to intensify manhunt operations against dangerous fugitives with standing warrant of arrests and conduct proactive servicing of search warrants in order to deprive criminals with the opportunity to threaten public safety and prevent the transport of illegal firearms and deadly weapons.

Likewise, Sermonia ordered police commanders to coordinate with local government units for the mobilization of force multipliers and barangay peacekeepers in order to augment the capabilities of territorial units in terms of manpower and mobility of forces.

Starting midnight of November 20, the PNP initiated the gun ban in Central Luzon, Southern Tagalog Region, National Capital Region, and some areas in Ilocos Region as part of the efforts of the government to prevent the occurrence of crimes in places where the SEA GAMES will be conducted.

Sermonia appealed to the residents of the provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga and Zambales for cooperation during the conduct of checkpoints and to be more understanding for the inconvenience that these crime prevention initiatives will cause them as these efforts are being carried out to guard their own safety and security against criminals and terrorists groups alike.
