INVITATION TO BID

Public Bidding No. PRO3-INF- 10-001-112015

For the Construction of Floridablanca Municipal Police Station Building in the Province of Pampanga

  1. The Government of the Philippines (GOP), through PNP GAA 2016 in the amount of Seven Million Eight Hundred Forty Three Thousand Five Hundred Pesos and 00/100 Centavos  (Php 7,843,500.00) being the Approved Budget for the Contract (ABC) as payments under the contract for the Construction of Floridablanca Municipal Police Station Building in the Province of Pampanga. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The Philippine National Police now invites contractors registered with the Philippine Government Electronic Procurement System (PhilGEPS) and accredited by the Philippine Contractors Accreditation Board (PCAB) toCompletion of the Works required is Two Hundred Ten (210) calendar days. Bidders must have an experience of having completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instruction to Bidders.
  3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (RIRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
  4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
  5. Interested bidders may obtain further information from Philippine National Police PRO3-BAC Secretariat, Office of the Regional Logistics and Research Development Division (ORLRDD) PRO3 Building, Camp Olivas City of San Fernando, Pampanga and inspect the Bidding Documents at the address given below available from December 9, 2015 to December 28, 2015 at 8:00 O’clock in the morning to 5:00 O’clock in the afternoon and on December 28, 2015 on or before 9:00 A.M. (Mondays to Fridays Only).
  6. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Ten Thousand Pesos (Php 10,000.00).
  7. The Philippine National Police PRO3-BACwill hold a Pre-Bid Conference on December 15, 2015 at 9:00 O’clock in the morning at Multi-Purpose Hall of Police Regional Office 3 in Camp Olivas, City of San Fernando, Pampanga, Philippines  which shall beopen only to all interested parties who have purchased the Bidding Documents.
  8. Bids must be delivered to the address below on or before 9:00 O’clock in the morning of December 28, 2015 at the Multi-Purpose Hall of Police Regional Office 3 in Camp Olivas, City of San Fernando, Pampanga,  Philippines. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Bidding Documents ITB Clause.
  9. The PNP reserves the right to waive any formality in the responses to the eligibility requirements and to this Invitation. The PNP further reserves the right toreject any and all proposals, or declare a failure of bidding, or to cancel the bidding at any stage of the procurement process, or not to award any contract, and makes no assurance that contract shall be entered into as a result of this invitation. Price alone shall not be the sole consideration for the award of contract. Other factors relevant to the purpose and use of the equipment shall be taken into consideration to determine the offer most advantageous to the PNP.

Opening of Bids for the Construction of Floridablanca Municipal Police Station Project immediately follows after the Opening of Bids for the Construction of Bustos Municipal Police Station.

PRO3 CELEBRATES ANNUAL FEAST DAY OF OUR MOTHER OF PERPETUAL HELP

Camp Olivas, City of San Fernando, Pampanga – Catholic members of the Central Luzon police force celebrated the Feast day of Our Mother of Perpetual Help in honor of the Blessed Virgin Mary with a Eucharistic celebration officiated by REV FR (PSSUPT) JASON ORTIZO, Director, PNP Chaplain Service and co-celebrated by REV FR (PSUPT) RONIE ARONG and REV FR (PSUPT) RANDELL CINCHES on June 27, 2018 at Our Mother of Perpetual Help Chapel, Camp Olivas, City of San Fernando, Pampanga.
 
Rev Fr Ortizo said that “the PNP recognizes the role of our Blessed Mother in dispensing the graces of God for the men and women of Central Luzon.”
 
The Eucharistic celebration was also highlighted by the message of PRO3 Regional Director PCSUPT AMADOR V CORPUS wherein he encouraged the men and women of PRO3 to continue seeking the assistance of the Almighty thru the intercession of Our Mother of Perpetual Help in guiding and protecting all PNP personnel in the performance of their duties. 
 
Meanwhile, after the celebration of the mass, the Blessing of the newly constructed Adoration Chapel, Pathway, Office and Storage Room of the Our Mother of Perpetual Help Chapel followed shortly. 
 
The construction of said facilities were completed thru the initiatives of PCSUPT AMADOR V CORPUS.
 
 

PRO3, READY FOR EARTHQUAKE

 
CAMP OLIVAS, City of San Fernando, Pampanga- Police Regional Office 3 joins in the conduct of the 2nd Nationwide Simultaneous Earthquake Drill held in the afternoon of June 21, 2018
 
PCSUPT AMADOR V CORPUS, RD, PRO3 said that the earthquake drill/simulation aims to help prepare PNP personnel and other employees inside the camp for an earthquake. 
 
The important part of the drill is to understand that when there is an earthquake it is safest to drop to the ground, find cover and hold on. The activity started by a one minute blowing of siren, wherein all PNP personnel, teachers, students and other employees inside their respective offices drop on the floor, find cover under their tables and hold on to it. Afterwards, all participants went outside, with both hands covering their heads since they could be battered with falling objects,  walked in a single file and proceeded at the designated evacuation area which is the Parade Ground located infront of the Admin Building solemnly. This must be done so as not to cause panic while an earthquake takes place.
 
The Earthquake drill is an annual exercise designed for the awareness, preparedness and readiness of PRO3 PNP personnel and employees during an actual earthquake. 
 
Meanwhile, in an interview, PSSUPT OSCAR P JACILDO, Chief, Regional Police Community Divisionof PRO3 stated that “We always have to do preparations through protracted drills like this. It is not a matter of lacking, it is keeping in tune, keeping abreast”.
 
More or less one thousand (1,000) PNP personnel including teachers, students and other employees inside the camp participated in the drill. Also participated during said activity were personnel from the Bureau of Fire Protection.
