Camp Olivas, City of San Fernando, Pampanga.--- Police operatives arrested the No. 1 most wanted person in Floridablanca during a manhunt operation in Barangay Poblacion, Floridablanca, Pampanga, earlier today (Nov 12).

            Operatives of Floridablanca MPS arrested Jenno MANUEL y Manalang, ranked No. 1 most wanted person of Floridablaca, 26 years old, single and resident of Purok 3, Brgy. Solib, Floridablanca, Pampanga by virtue of an Alias Warrant of Arrest issued by Hon. Judge Jonel S. Mercado of Regional Trial Court-Branch 52, Guagua, Pampanga for the crime of Rape with no bail recommended.

            MANUEL was brought at Floridablanca MPS for proper disposition.

            PRO3 Regional Director AMADOR V CORPUS said that, “Continuous manhunt operations will be conducted against fugitives so that they will be put behind the bars of justice.”

           Officer-in-Charge Catalino S. Cuy of the Department of the Interior and Local Government (DILG) lauds alert members of Task Group (TG) Central Luzon for arresting a man in Angeles City, Pampanga for violating the gun ban being implemented as part of the tight security measures for the 31st Association of Southeast Asian Nations (ASEAN) Summit.

          Citing a report submitted to him, Cuy says elements of TG Central Luzon led by Police Chief Inspector Dennis B. Duran were conducting security inspection at around 4:20 pm of November 9 in Clark Freeport Zone when they noticed a black sling bag under the flooring of a brown Mitsubishi Montero with plate number RMU 981.

          According to the report, it was discovered that the bag contained a Caliber 45 pistol, four magazines, and 33 live ammunition.

          A case has already been filed against the vehicle owner, 37-year old Laurence Anthony O. Vicedo of Pandan, Angeles City, Pampanga, who is now detained at the Angeles City Police Station.

         “We commend PCI Duran and his team for properly carrying out the security measures that we are currently implementing to achieve zero-incident this ASEAN,” Cuy says.

           Earlier, the Philippine National Police (PNP) announced the implementation of a 15-day gun ban in Metro Manila, Aurora, Bataan, Batangas, Bulacan, Cavite, Laguna, Nueva Ecija, Pampanga, Quezon, Rizal, Tarlac and Zambales.

         With the enforcement of the gun ban, only members or officers of the police, military and other law enforcement agencies of the government will be allowed to carry firearms during the period. All persons in civilian attire carrying firearms will be presumed unauthorized to carry and will be subject to arrest and investigation.

        Cuy, who is also the Chairman of the ASEAN Committee on Security, Peace and Order, Emergency Preparedness and Response (CSPOEPR) said that the gun ban is part of the strengthened security measures to achieve zero incident during the ASEAN Summit.

         “I am confident that just like Duran and his troops, our detailed 60,000 security forces all over Metro Manila and Central Luzon for this ASEAN Summit will also do the same when faced with similar scenario. They have undergone a series of briefings and debriefings, walkthroughs, dry runs, and other security measures and counter-measures for us to attain an incident-free week-long event,” Cuy said.

TG Central Luzon is one of the teams organized by the ASEAN Security Task Force and the CSPOEPR to strictly enforce the security measures for the ASEAN summit.

The CSPOEPR is composed of 21-member agencies headed by the DILG tasked to ensure a safe and peaceful summit.

          THE WITHDRAWAL OF THEIR POLICE SECURITY DETAIL WAS DONE TO ENSURE AN IMPARTIAL AND IN-DEPTH INVESTIGATION OVER THE MATTER.

          FURTHERMORE, THE POLICE SECURITY DETAIL OF ANGELES CITY MAYOR ED PAMINTUAN REPORTED BACK TO THEIR ORIGINAL PLACE OF ASSIGNMENT WHILE THE SECURITY DETAIL OF CONCEPCION, TARLAC MAYOR ANDY LACSON AND CAMILING MAYOR ERLON AGUSTIN WERE RE-ASSIGNED TO OTHER STATIONS WHICH HAVE DEPLETED PERSONNEL. SUBIC MAYOR JAY KHIONGHUN’S SECURITY DETAIL WAS RE-ASSIGNED AT THE REGIONAL HOLDING UNIT OF PRO3.

          Camp Olivas, City of San Fernando, Pampanga--- As the campaign to put lawless elements behind the bars of justice continues, police have arrested three (3) persons wanted by law during various manhunt operations, yesterday (November 9).

         Joint operatives of CIDG-Bataan and Dinalupihan MPS conducted two (2) separate manhunt operation in barangays Pentor and Saguing of Dinalupihan, Bataan. Eliseo ESPINOLA y Macasinag, of legal age, resident of said place was arrested by virtue of Warrant of Arrest issued by the RTC-Branch 96, Dinalupihan, Bataan for the crime of Acts of Lasciviousness under Sec. 5 Art III of RA 7610 (2 counts) with recommended bail of Php200,000.00 for each count; while, Restituto ENDOZO y Sarmiento, of legal age, resident of said place was arrested by virtue of Warrant of Arrest issued by the RTC-Branch 96, Dinalupihan, Bataan for the crime of Violation of RA 6539 as amended by RA 10883 (Carnapping) with recommended bail of Php180,000.00, respectively. ENDOZO is listed by the CIDG as member of the Montemayor Carnapping Group operating in Olongapo City, Bataan and nearby provinces.

         Meanwhile, operatives of Mabalacat CPS conducted manhunt operation in Brgy. Poblacion, Mabalacat City, Pampanga which resulted to the arrest of Genevieve SARMIENTO y Dumo a.k.a. Gen, 71 years old, married, retired school teacher, resident of Brgy. Tabun, Mabalacat City by virtue of Warrant of Arrest issued by the RTC-Branch 56, Angeles City for the crime of Estafa Thru Falsification of Public Documents with recommended bail of Php30,000.00.
