CAMP OLIVAS, CITY OF SAN FERNANDO, PAMPANGA- A total of 9377 PNP personnel and contingents with force resources from the 21 different member agencies are being deployed during the 11th Asean Defense Ministers Meeting and 4th ADMM Plus in line with the 2017 Asean Summit which will be held on October 22-25, 2017 in Clarkfield, Pampanga.

The accounting of personnel prior to their deployment was held at the Challenger’s Field, Air Force City, Clarkfield, Pampanga on October 20, 2017, 7’ o’clock in the morning.

After the accounting of personnel, augmentation troops proceeded to their respective areas of deployment.

Meanwhile, to maximize security, police personnel assigned to do desk work are also sent out to the different venues to increase the number of those tasked to ensure safety and security during said meetings.

PRO3 Regional Director PCSUPT AMADOR V CORPUS said that aside from the security preparations, PRO3 personnel also underwent  related trainings such as Close Protection Orientation, Hostage Negotiation Course, Radio Operation and Procedures Course, Pistol Proficiency Training and Civil Disturbance Management (CDM) to ensure their readiness during the 11TH ADMM and 4th ADMM Plus.

          Camp Olivas, City of San Fernando, Pampanga--- Four (4) persons wanted by law were arrested during manhunt operations conducted by police authorities in Bataan, Pampanga and Nueva Ecija, yesterday (October 15).       

          Operatives of Bagac MPS conducted manhunt operation in Brgy. Binukawan, Bagac, Bataan which resulted to the arrest of Mylene TIU y Sabado, 35 y/o, married, factory worker, resident of Brgy. Parang, Bagac, Bataan by virtue of Warrant of Arrest issued by Hon. Judge Rodolfo S. Gatdula for Estafa with recommended bail of Php10,000.00.

           Meanwhile, Carrangalan police operatives conducted manhunt operation in Brgy. Capintalan, Carranglan, Nueva Ecija which resulted to the arrest of Manuel BALTAZAR y Ebañez, ranked No. 3 Most Wanted Person of Carrangalan, 55 y/o, married, resident of Sitio Camanggahan, Brgy Gen. Luna, Carranglan, Nueva Ecija, by virtue of Warrant of Arrest docketed under criminal case no. 4469-2016-C for Violaton of RA 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act).

               Relatedly, operatives of Lubao MPS conducted manhunt operation in Brgy. Prado Saba, Lubao, Pampanga which resulted to the arrest of Nomer IMPERIAL SR. y Pangilinan, 40 y/o, married, resident of said place by virtue of Warrant of Arrest issued by Hon. Judge Amelita C. Corpuz of Regional Trial Court Branch 96, Dinalupihan, Bataan for the crime of Violation of RA 9262 (Anti-Violence Against Women and their Children Act) with recommended bail of Php20,000.00.

             Also, Laur police operatives conducted manhunt operation in Bario Site, Brgy. Sagana, Laur, Nueva Ecija which resulted to the arrest of a child in conflict with the law, single, resident of said place by virtue of two (2) Warrants of Arrest issued by Hon. Judge Evelyn A. Atienza-Turla of Regional Trial Court Branch 40, Palayan City, Nueva Ecija for the crimes of Violation of RA 9165 and Robbery.

            PCSUPT AMADOR V CORPUS, RD PRO3, assured the public that PRO 3 will continue its campaign to eradicate all forms of criminality including intensification of manhunt operations against wanted persons within the region.

            Femar CONDE y Vasquez, 26 y/o, male, married and resident of Brgy. Almacen, Hermosa, Bataan was arrested by joint operatives of Hermosa MPS and District Special Operations Unit of Northern Police District, NCRPO by virtue of Warrant of Arrest issued by Hon. Judge Roy G. Gironella of Regional Trial Court Branch 43, NCR for the crime of Rape docketed under criminal case no. 14-306880.

            Meanwhile, operatives of Quezon MPS conducted manhunt operation in Brgy. I (Poblacion), Quezon, Nueva Ecija which resulted to the arrest of Romeo ARUCAN y Malubag a.k.a. Boy, 56 y/o, married and resident of said place by virtue of Warrant of Arrest issued by Regional Trial Court Branch 33, Guimba, Nueva Ecija for the crime of Homicide docketed under criminal case no. 4766-G.

          CAMP OLIVAS, CITY OF SAN FERNANDO, PAMPANGA- The entire Central Luzon Police Force is currently placed on full alert status effective today, October 13, 12 noon, in time for the 11TH ASEAN Defense Ministers Meeting (ADMM) on October 24-25, 2017 to be held in Clarkfield, Pampanga and the Transport Strike slated on October 15 and 16, 2017

             “The full alert status was raised and I have directed all unit commanders within Region 3 to strengthen target hardening on all vital installations, economic key points as well as places of convergences and ensure high state of operational readiness to thwart any hostile action that may be launched by terror groups. Also, all passes of PNP personnel are cancelled and they are directed to remain intact in their respective units since strict accounting of personnel is conducted,” PRO3 Regional Director PCSUPT AMADOR V CORPUS said.

            Relatedly, as the 11th ASEAN Defense Ministers Meeting (ADMM) draws nearer, as early as October 18, 2017, PNP personnel will already be deployed within the summit venues and areas where the delegates will be billeted to ensure their safety and security.

            Camp Olivas, City of San Fernando, Pampanga- Following the issuance of a Memorandum from President Duterte directing PDEA as the sole agency to conduct anti-illegal drug operations as tasked under the anti-drug law, mandating other law enforcement agencies to defer to PDEA, the entire Philippine National Police- Police Regional Office 3 will continue to   concentrate on its law enforcement activities especially on decreasing street crimes as this is where its mandated tasks of ensuring peace and order and keeping the communities safe are focused.

            Consequently, PDG RONALD DELA ROSA gave his directives on putting a stop, if not triple efforts to reduce the occurrence of shooting incidents perpetrated by Riding in Tandem (RIT)/Motorcycle Riding Criminals (MRC) as this is considered to be one of the major street crimes that destroys the reputation and credibility of the PNP.

            Relatedly, all PNP Drug Enforcement Units down to police stations are dissolved while the PNP Drug Enforcement Group will only be limited to intelligence gathering and consolidation  after which, reports will immediately be submitted to PDEA. Also, all drug-related cases under investigation shall be turned-over to PDEA.

            PRO3 Regional Director PCSUPT AMADOR V CORPUS said that “We are always on our toes in implementing our intensified focused police operations as we keep our eyes always open against lawless elements and their activities. Crime prevention is a 24-hour task and is a serious business to be handled by us in the PNP. My marching order of the “No Text while on Duty Policy” is strictly being observed by police personnel performing field duties so as to concentrate on providing public safety and security.”

            “The police should be “seen and felt” more which in turn would create an atmosphere of safety and protection to the public,” PCSUPT CORPUS further stated.
