Camp Olivas, City of San Fernando, Pampanga.--- Holidays are not “Rest Days” for Police Regional Office 3 as it keeps on its stern implementation of Double Barrel and continues to score anew on lawless elements, yesterday, January 2, 2017 in the provinces of Bulacan and Pampanga.
 
            On January 2, 2017 at about 4:32AM, personnel of San Fernando City Police Station conducted buy-bust operation against alias Tony ABALOS at Brgy San Isidro, City of San Fernando, Pampanga which led to an armed encounter. ABALOS sustained gunshot wounds and was rushed to JBL Hospital but declared dead on arrival by the attending physician.
 
            Recovered from his possession were 30 pieces of transparent plastic sachets containing suspected shabu while recovered from the crime scene are one (1) cal. 38 revolver used by the suspect and Php 500 marked money.
 
              Also, yesterday afternoon, personnel of Sta Maria Municipal Police Station conducted buy bust operation at Brgy Santa Clara, Sta Maria, Bulacan which resulted to the arrest of Emmanuel OCFEMIA alias "Estong", native of Sta. Maria, Bulacan and presently residing at Brgy. Karuhatan, Valenzuela City while another suspect identified as Mike Santos alias "Mike" resident of Guiguinto, Bulacan managed to elude arrest. Recovered from OCFEMIA were  (2) medium size sachets of illegal drugs shabu  weighing 6.2 grams with street value of Php 15,500.00 and Php 500.00 marked money on top the 12,500.00 boodle money.
 
            PRO3 Regional Director PCSUPT AARON N AQUINO said that the entire Central Luzon police force is continuously keeping on its toes to eradicate all forms of illegal drugs in the region as well as ensure the safety and security of the public.
CAMP OLIVAS, City of San Fernando, Pampanga-. Region 3’s celebration of the New Year was generally peaceful with no stray bullet related injuries.
 
          PRO3 Regional Director PCSUPT AARON N AQUINO said that so far there were only recorded minor incidents resulting in injuries to 85 victims of firecrackers and no fatal casualties were reported during the New Year’s Eve celebration in the region.
           
          He further remarked that this could be attributed to the series of inspections conducted by the different provincial/city police offices among firecracker manufacturers and stores as well as the massive information drive and campaign initiated by the PNP together with the different government agencies on the need to regulate or avoid the use of firecrackers and other pyrotechnic devices.
 
           Meanwhile, 2 civilians were arrested for indiscriminate firing in the provinces of Bataan and Bulacan.
 
          PCSUPT AQUINO commended the entire  Central police force for a job well done, putting aside personal convenience and comfort in exchange for a peaceful, safe and injury-free New Year celebration.
CAMP OLIVAS, City of San Fernando, Pampanga-  Nag-isyu ng paalala at safety tips ang kapulisan ng Central Luzon sa pamumuno PCSUPT AARON N AQUINO para ngayong nalalapit na pagsalubong sa Bagong Taon upang maiwasan ang sakuna lalung-lalo na sa paggamit ng mga paputok. Narito ang ilang mga safety tips:
            Dapat Gawin na Pag-iingat sa Paggamit ng Paputok
•           Kung maaari, tuluyan nang iwasan ang magpaputok – Mas mabuti (at makakatipid) kung makilahok na lamang sa mga fireworks display. Ito ang pinaka-mabisang paraan upang maka-iwas sa mga sakunang dulot ng paputok.
•           Siguraduhing ang delakidad (quality) ng paputok - Maraming aksidente ay dahil hindi maganda ang quality ng paputok. Siguraduhing mapagkakatiwalaan ang tatak ng paputok na bibilhin; tingnan at suriin kung maayos ba ang pagkakabit ng mitsa.
•           Huwag ipaubaya sa mga bata ang pagpapatuok – Bago ipagkatiwala sa inyong mga anak ang pagpapatuok, tiyakin na sila’y nasa ganap na edad at maaari nang bigyan ng ganitong responsibilidad. Dapat alam nila kung ano ang dapat at ano ang mga hindi dapat gawin sa mga paputok.
•           Ilayo ang mga matatanda at may sakit sa mga paputok - Ang sobrang ingay na putukan, at ang usok ng dala ng mga paputok, ay maaaring makasama sa mga matatanda. Maaaring tumaas ang kanilang BP. Sa mga may sakit naman, maaaring makalala ang usok. Ito’y higit na totoo sa mga may hika at sakit sa baga.
 •          Maging maingat sa pagsindi ng paputok – Para masiguradong hindi maputukan, siguraduhing ang mitsa ay may sapat na haba. Maaari itong dugsungan ng papel o dyaryo, o maaaring gumamit ng stick na may katol sa dulo upang magsilbing pansindi.
•           Huwag na huwag hahakawan ang labentador at saka sisindihan at ihahagis – Ito’y usong uso lalo na sa mga kabataan: ang pagsindi ng five-star, labentador, o maging pla-pla habang hawag ito sa kamay, tapos ay saka ihahagis. Ito’y napaka-delikado. Maaaring ang mitsa ay umandar na mabilis at maputukan ang iyong kamay.
•           Siguraduhing balanse o hindi gagalaw ang mga trumpilyo at fountain – Isang maaaring maging sanhi ng sunog ay kung ang isang fountain ay matumba, at masiklaban nito ang isang karatig na bahay. Maaari ring itong mangyari sa trumpilyo kung ito’y tumalsik mula sa pagkakapako.
•           Huwag ituro ang kwitis sa direksyon ng mga bahayan – Ang kwitis, bilang isang lumilipad na paputok, ay delikado kung ito’y lilipad patungo sa isang bahay. Maaari rin nitong matalsikan ay isang kawawang nilalang. Ang kwitis ay dapat ituro paitaas, wala sa mababang angulo, at hindi nakaturo sa kapit-bahay (kahit sila’y kagalit mo!).
•           Huwag galawin o pulutin ang anumang paputok na nagmintis - Huwag manghinayang kung ang paputok ay hindi pumutok. Maaaring buhay parin ang paputok at dahan-dahan lamang ang andar ng mitsa nito. Ito’y huwag munang galawin; at huwag nang subukang sindihan. Sa halip, basain ng mabuti gamit ng hose ang paputok na nagminitis upang ito’y hindi na pumutok. Walisin ito kinabukasan.
•           Kung maputukan, hugasan agad ang kamay ng tubig at sabon at dalhin kaagad sa ospital – Ang firecracker injury ay isang uri ng pagkasunog na kailangang maagapan. Hugasan kaagad ang apektadong bahagi gamit ang tubig at sabon, at dalhin ito kaagad sa Emergency Room ng pinakamalapit na ospital.
 
                Sa kabilang banda, sa maigting na pagpapatupad ng kapulisan ng RA 7183 o ang batas hinggil sa pyrotechnic devices ay iisa pa lamang ang naitalang biktima ng paputok sa buong rehiyon. Patuloy pa rin ang isinasagawang pag-iikot ang pag-iinspeksyon ng kapulisan sa mga tindahan at pagawaan ng mga paputok upang matiyak ang ligtas na pagsalubong sa bagong taon.
CAMP OLIVAS, City of San Fernando, Pampanga- In a last-ditch effort to prevent the manufacture, distribution and sale of banned and dangerous firecracker products in the market which would be used for New Year’s Eve celebrations, PDG RONALD M DELA ROSA, PNP Chief together with PCSUPT AARON N AQUINO, RD, PRO3 personally visited firecracker stores and warehouses in Bocaue, Bulacan, yesterday, December 29, 2016.
 
            Bulacan PPO presented to PDG DELA ROSA the seized illegal fireworks and recovered chemical components of unassembled firecrackers wherein some were confiscated during the raid last December 22, 2016 in Bocaue that led to the arrest of eleven (11) people, including a minor and the temporary closure of the illegal firecracker manufacturing sites in Brgys Igulot and Binang, Bocaue, Bulacan.

               Right after the inspection, a press conference was held wherein PDG DELA ROSA ordered an all-out operations and audit of confiscated prohibited firecrackers and evidence recovered from the illegal manufacture and arrested sellers and manufacturers of illegal firecrackers and pyrotechnic materials in the past. 
             
               He further stated that through auditing, the police leadership will find out the loopholes in the campaign against illegal fireworks that will also help them craft strategies to prevent the proliferation of prohibited firecrackers and pyrotechnic materials. Also, part of the auditing process, is to find out the conviction rate of cases involving violation of Republic Act 7183, or An Act Regulating the Sale, Manufacture, Distribution, and Use of Firecrackers and other Pyrotechnic Devices.
 
               Moreover, he directed all Chiefs of Police not only in Bulacan to strictly implement the provisions of RA 7183, ensure the filing of tight case against violators to attain conviction and closely monitor the status of the previously filed cases. 
 
             Also present during said inspection were high ranking officials from the PNP –NHQ and PRO3: Firearms and Explosives Office Chief, PCSUPT HAWTHORNE BINAG and Public Information Office Chief, PSSUPT DIONARD CARLOS     

CAMP OLIVAS, City of San Fernando, Pampanga--- Public Safety Savings Loan Association, Inc. (PSSLAI) awarded one (1) set of airconditioning unit to Police Regional Office 3, this morning (Dec 9).

            PCSUPT AQUINO formally received the P81,000.00-worth of one (1) set of KOLIN, 3,200-watt, floor standing, split type air conditioner from the PSSLAI-Camp Olivas Branch to be installed in PRO3 Multi-Purpose Hall where significant activities of the PNP are being held.
 
            He extended his heartfelt gratitude to PSSLAI for being a partner agency in intensifying the capability enhancement of PRO3.
 
            “This will further boost the administrative capability of our regional office as we continue to maintain the delivery of best police services here in Region 3,” he also said.
