Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON gave orders to Bulacan police to conduct a thorough investigation and deeper probe on the death of Justine Charles ACCAD y Mangaser, 30 years old, DSWD employee  of NCR Legarda, Manila and residing at D-3 C. Mejia St. Brgy. Malanday Marikina City who was found dead between Brgy. Kaypian, City of San Jose Del Monte, Bulacan and Bagong Silang,Caloocan City on Sunday.

Based on reports of Bulacan PPO PCOL LAWRENCE CAJIPE to PBGEN DE LEON,

in the afternoon of February 21, 2021, Bulacan SOCO team arrived to process the crime scene and revealed that the victim's head was wrapped with packaging tape while his hands were tied connected to his feet using cable tie and believed to be dumped at said area.

While interview with the sister  of the victim, revealed that said incident was also reported at Camp Crame HPG wherein the vehicle of ACCAD  which is one (1) bluish silver Honda Civic Sedan  with plate no. ZEN 851, and registered by Ramil V Andal was flashed Alarm on February 20, 2021.

Also, CIDG-Camp Crame assisted the relatives of the victim and conducted back tracking for possible CCTV footages at the vicinity of Marikina City and Amparo, Caloocan City  since victim was last traced on his contact number at about 11am of February 19,2021 at the vicinity of Amparo Village,Caloocan City and the about 3pm of February 19,2021 relatives of the victim was able to sort out the last contact number of whom the victim contacted as surfaced at the vicinity of Marikina City.

"We will exert all our efforts and look into the bottom of this.We continue to solicit the support of the general public in order to maintain peace and order, safety and security of our communities,” PBGEN DE LEON said.( PIO-3)
