Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON gave orders to Bulacan police to conduct a thorough investigation and deeper probe on the death of Justine Charles ACCAD y Mangaser, 30 years old, DSWD employee  of NCR Legarda, Manila and residing at D-3 C. Mejia St. Brgy. Malanday Marikina City who was found dead between Brgy. Kaypian, City of San Jose Del Monte, Bulacan and Bagong Silang,Caloocan City on Sunday.

Based on reports of Bulacan PPO PCOL LAWRENCE CAJIPE to PBGEN DE LEON,

in the afternoon of February 21, 2021, Bulacan SOCO team arrived to process the crime scene and revealed that the victim's head was wrapped with packaging tape while his hands were tied connected to his feet using cable tie and believed to be dumped at said area.

While interview with the sister  of the victim, revealed that said incident was also reported at Camp Crame HPG wherein the vehicle of ACCAD  which is one (1) bluish silver Honda Civic Sedan  with plate no. ZEN 851, and registered by Ramil V Andal was flashed Alarm on February 20, 2021.

Also, CIDG-Camp Crame assisted the relatives of the victim and conducted back tracking for possible CCTV footages at the vicinity of Marikina City and Amparo, Caloocan City  since victim was last traced on his contact number at about 11am of February 19,2021 at the vicinity of Amparo Village,Caloocan City and the about 3pm of February 19,2021 relatives of the victim was able to sort out the last contact number of whom the victim contacted as surfaced at the vicinity of Marikina City.

"We will exert all our efforts and look into the bottom of this.We continue to solicit the support of the general public in order to maintain peace and order, safety and security of our communities,” PBGEN DE LEON said.( PIO-3)

Camp Olivas, City of San Fernando, Pampanga- Police Regional Office 3 has established a speaker’s bureau to boost its anti-illegal drugs campaign by spreading awareness among the public and other law enforcers.

Facilitated by the Directorate for Police Community Relations led by PBGEN ERIC NOBLE, Director, Police Community Affairs and Development Group (PCADG) and PBGEN HARRIS FAMA, EX-0, DPCR, the training which was held on Tuesday, February 23, 2021 seeks to equip PRO3 personnel with skills on how to be effective speakers, especially in conducting lectures and seminars, organize and mobilize members of the community in responding to address the illegal drugs problem.

“We have been acknowledging the role of the community in peacekeeping and nation building and with this initiative we hope to strengthen the efforts of the PNP organization to stop the proliferation of illegal drugs,” PBGEN VALERIANO T DE LEON, PRO3 Regional Director said. (PIO-3)

Camp Olivas, City of San Fernando,Pampanga-  USec Rafael C Yabut, Senior Under Secretary for Regional Operations in Luzon who ably represented  Sec Mark Villar was warmly welcomed by the men and women of Police Regional Office 3 when he graced their Traditional Flag Raising Ceremony on Monday, Feb 22, 2021.

USec Yabut pinned awards to personnel who performed exemplary including Intel operatives of Tarlac Drug Enforcement Unit and Concepcion MPS for the seizure of nearly Php 20M worth of Marijuana last February 18, 2021 and PCpt Lalaine Gopez whose unit has been adjudged as  one of the top performing unit in PRO3, gaining headway for PRO3's administrative and  operational accomplishments.

Shortly after the program, USec Yabut and PBGEN VALERIANO T DE LEON, RD, PRO3 conducted on-site inspection on the on-going constructions within Camp Olivas being funded by DPWH under the General Appropriations Act.

USec Yabut committed DPWH to continuously extend assistance to PRO3 for the completion of said projects this year. 

Afterwards, PBGEN DE LEON officiated the Oath-Taking of new members  of  Community Anti- Crime Group at the PRO3 Stakeholder's Lounge, Camp Olivas, City of San Fernando, Pampanga.

Meanwhile, also on Monday, Pampanga Shooters Association (PSA-PSSA) headed by Engr Russel Magtoto, Club President has bolstered the equipage of PRO3 with their donation of 3 sets of brand new computers which were personally received by the top cop of Central Luzon. (PIO-3)

Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON spearheaded the retirement honors dubbed as "Salamat Kapatid” Program which coincided with the Flag Lowering Ceremony at Camp Olivas, City of San Fernando,Pampanga on February 19,2021.

One (1) cop and one (1) non-uniformed personnel were recipients of the recognition.

The “Salamat Kapatid” Program is a tradition of giving recognition to retired/retiring PNP personnel as well as Non-Uniformed Personnel, whether compulsory or optional retirement, for their long years of dedicated and invaluable service rendered to the organization and the country.

56 years old is the compulsory retirement age of a PNP personnel while 65 years for the Non-uniforned personnel but they can apply for optional retirement if they reached 20 years or more in the service.

PRO3 Regional Director PBGEN VALERIANO T DE LEON said during his speech, "it is now time that the PNP recognize your dedication and commitment. Congratulations and Happy Retirement." (PIO-3)
