CAMP OLIVAS, City of San Fernando, Pampanga- Police Regional Office 3 joins the PNP in the commemoration of its 120th Police Service Anniversary held on October 4, 2021 at the PRO3 Grandstand, Camp Julian Olivas, City of San Fernando, Pampanga with Hon Mayor Sara Duterte- Carpio, as the Guest of Honor and Speaker with Bulacan Governor Daniel Fernando as the Keynote Speaker.

Based on the records of the National Historical Commission, Police Service as an institution takes its roots from the Insular Police Force that was created on August 8, 1901.

This year’s 120th Police Anniversary theme: “Hangad na Kalinisan sa Kapulisan, Kapaligiran at Komunidad; Ibayong Gampanan para sa Pangkapulisang Integridad” aptly manifests the PNP and PRO3’s continuing partnership for sustained proficiency and excellence in law enforcement towards a stable peace and order particularly in Region 3.

Bulacan Governor Fernando said that for the longest time the PNP has been a lasting partner of the government for peace, prosperity and security and despite many criticisms and backlashes the organization remains steadfast in fulfilling its mandated tasks of serving and protecting the communities.

Hon Mayor Duterte-Carpio in her message read by PRO3 Regional Director PBGEN VALERIANO T DE LEON lauded the men and women of PRO3 for continuously doing their jobs efficiently.

She further said that all PNP personnel should re-affirm their commitment to police service and should keep on serving the Filipino people with unfaltering perseverance and devotion.

Among the individual awardees were: Best Senior PCO for Administration-  PCOL ROMELL A VELASCO; Best Senior PCO for Operations PCOL LAWRENCE B CAJIPE; Best Junior PCO for Administration - PMAJ MARK LOUIE M SIGUA; Best Junior PCO for Operations PMAJ ARIS B GONZALES; Best Senior PNCO for Administration - PSMS Jewelle T Rivera; Best Senior PNCO for Operations - PCMS Abraham P Ancheta; Best Junior PNCO for Administration; PSSg Mary Joy C Fernandez; Best Junior PNCO for Operations-  PCpl Miriam L Lapurga; Best NUP (Supervisory Level)- NUP Marie Flor A De Guzman and Best NUP (Non-Supervisory Level) - NUP Ayla Joy DC Dela Cruz.

Meanwhile, the following units were also awarded: Best Police Provincial Office- Pampanga PPO; Best City Police Office - Olongapo CPO; Best Component City Police Station – San Fernando CPS, Pampanga PPO;Best Municipal Police Station - Mariveles MPS, Bataan PPO; Best City Police Station- Station 1, Olongapo CPO; Best Provincial Mobile Force Company- 2nd PMFC, Pampanga PPO and Best City Mobile Force Company CMFC, Olongapo CPO.

Also given special recognition were Mabalacat City Mayor Crisostomo Garbo and other PRO3 Command Group and Staff to include PCOL ALAN MANIBOG former Chief, Regional Operations Division and PLTCOL SOLEDAD L ELEFANIO, Chief, Regional Public Information Office 3. (PIO-3)


Camp Olivas, City of San Fernando, Pampanga- In its efforts to support the programs of the government on the implementation of EO 70, Police Regional Office 3 thru the Regional Community Affairs Development Division headed by PCOL ROMELL A VELASCO, Chief, RCADD culminated the fifteen (15) day training on Retooled Community Support Program (RCSP) in Geographically Isolated and Disadvantaged Areas (GIDAs), Monday, September 27.

The training aims to reach more indigenous people and our kababayans who live in far flung and isolated barangays in order for them to feel that the government thru the PNP cares for them and at the same time is doing its best to improve and sustain their own livelihood so that the communist terrorist group would have no more place in the community and would eventually put an end to the communist armed conflict in these sides of the country.

COL JOSEPH NORWIN D PASAMONTE, MNSA, INF PA, Commander, 703rd Agila Brigade, 7th ID, PA graced the closing ceremony participated in by personnel from the mobile forces.

"Since the creation of the RTF-ELCAC in 2018, our government has laid out several programs in addressing this major concern to include our efforts in working closely thru a whole government approach. But these responses alone seem not enough, we have to work the ground. So, we work in close partnership with our community groups within our areas of jurisdiction. We know that our ability to deal with this program effectively also depends on how well we engage our communities in supporting us because the cornerstone of any strategy has to be community awareness and the community working hand-in hand with us especially those in the far-flung areas," PRO3 Regional Director PBGEN VALERIANO T DE LEON said.(PIO-3)

Camp Olivas, City of San Fernando, Pampanga-- Following his directives to conduct a deeper probe on the double murder case of two cops assigned in Nueva Ecija, Police Regional Office 3 Regional Director PBGEN VALERIANO T DE LEON on Monday paid his last respects to the slain cops in Cabanatuan City.

PBGEN DE LEON also handed over financial assistance to the bereaved families of the late PSSg ALLAN CAPINPIN y UY and PSSg ARIES DICHOSO y CAJUCOM.

PBGEN DE LEON added that the police will continue to fight all forms of criminalities and more operations will be launched since the PNP is committed to guarantee that peace and order is maintained no matter what. (PIO-3)

Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON joined the PNP-PRO3 Regional Officers Ladies Club in their Barangayanihan Program which coincided with their Induction of Officers, Saturday, September 25 in Angeles City.

Dubbed as "BARANGAYanihan Libreng Ayuda," the PRO3-OLC chaired by Mrs Magnolia De Leon, spouse of PBGEN DE LEON distributed bags of relief goods as well as set of facemasks and face shields to 150 Indigenous People (IP), held at Puning Restaurant, Brgy. Sapangbato, Angeles City.

Mrs De Leon expressed her gratitude to the officers and members of the PRO3 OLC for their continued commitment to the club and at the same time urged them to advocate the programs of the PNP. She also said that she will give her full support to the PNP-PRO3 OLC.

PBGEN DE LEON congratulated the newly installed Officers of PRO3-OLC headed by Mrs Edna Pasamonte, OLC President and thanked them for their unwavering support to PRO3, particularly the BARANGAYanihan Project, which is constantly bringing change and hope to the region's less fortunate individuals.(PIO-3)

Camp Olivas, City of San Fernando, Pampanga- PRO3 Regional Director PBGEN VALERIANO T DE LEON scolded PCpl Geymar Orquero who was caught with his two cohorts peddling illegal drugs during the top cop's visit at Gerona MPS, Monday, September 13.

PBGEN DE LEON said that Pcpl Orquero will be booted from the PNP and will be facing both administrative and criminal charges.

"Your actions were a complete betrayal of public trust and confidence. You should be ashamed not just with yourself but to your family. You have no place in the PNP and you will rot in jail," remarked PBGEN DE LEON as he castigated PCpl Orquero.

Meanwhile, the Central Luzon police chief also warned the personnel of Gerona MPS to toe the line and never to engage in any illegal activities.

" May this serve as a stern warning to all who are still involved in illegal activities, we will never tolerate any wrongdoings and we will remove you from the service outright,"PBGEN DE LEON added.(PIO-3)
